There are several agencies involved in permitting and regulating Ecobat's operations
Department of Toxic Substances Control (DTSC): This agency is responsible for hazardous waste permitting. Quemetco holds a RCRA Part B Permit from DTSC for hazardous waste storage and transporter registration.
South Coast Air Quality Management District (SCAQMD): This agency oversees air quality regulations and requires periodic testing of lead, arsenic, benzene, and 1,3-butadiene emissions.
Environmental Protection Agency (EPA): The EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements include periodic testing for lead, total hydrocarbons, dioxins, and furans.
Los Angeles County Regional Water Quality Control Board (LACRWQCB): This agency issues water discharge permits, including the General Permit for Storm Water Discharges Associated with Industrial Activities.
Los Angeles County Sanitation Districts: This agency oversees the Publicly Owned Treatment Works (POTW) discharge permit.
California Occupational Safety and Health Administration (Cal/OSHA): This agency requires medical testing of Quemetco employees, including blood tests.
Drug Enforcement Administration (DEA): This agency is involved in permitting related to red phosphorus
